Witt's first book, co-written with author Morgan (The Distance to the Moon), addresses business leaders struggling with the ever-present possibility of disaster. Witt, who served as director of the Federal Emergency Management Agency from 1993 until 2001, here shares dozens of anecdotes about crisis management. The examples are not all business-related (e.g., one details the burning of a California family's home), but all are designed to teach leaders how to respond to emergencies. Witt divides the book into four sections: crisis preparation, prevention, response and recovery. Each section includes real-life events, such as the Oklahoma City bombing and a Missouri flood, and concludes with some important points for leaders ("measure the gap and make the leap," "map out the ripple effects" and "aim high-but never take your eye off your foundation"). The book has a storytelling feel to it-Witt frequently speaks in the first person-which should appeal to patient managers who want plenty of yarns with their business advice.

Witt served as director of the Federal Emergency Management Agency (FEMA) from 1993 to 2001. Originally formed to manage nuclear disaster, FEMA was expanded to bring aid to all types of disaster victims, but by the time Witt joined the agency it was so awash in red tape that FEMA itself was in crisis. Under his leadership, the agency streamlined its procedures to give disaster victims the aid they need quickly and efficiently. This book is filled with the stories of real disasters, from Hurricane Andrew in Florida to tornadoes, floods, and forest fires, to the Oklahoma City bombing. Witt describes the heroism and the tenacity of Americans to survive the worst and recover against the greatest odds. He emphasizes prevention, as crises often occur simply through poor planning and inaction. FEMA was so unpopular in 1992 that it was nearly voted out of existence by Congress; today, because of Witt's "uncommon common sense" (Bill Clinton), it may be the most popular agency in the federal government. Crisis management techniques from an expert

James Witt is the former director of the Federal Emergency Management Agency. In "Stronger in the Broken Places" he takes his knowledge and experiences and develops a plan for dealing with disaster. His experience has taught him that there are four critical times when you can deal with an emergency. The first is to anticipate it as a possibility and prepare for it. The second is once you understand it you can make plans to prevent it or mitigate its effects. The third is when and how you respond to the emergency. And the last opportunity is during the recovery phase.
"Stronger in the Broken Places" clearly explains how businesses, communities, or even individuals can work through a potential crisis. Thorough in its coverage of crisis management, it starts with examining your company's values since everything you do will have to be based on your company value system and priorities. From there it follows a logical progression through communication, changing priorities, identifying strengths, keeping employees encouraged and functioning well during a disaster, re-evaluating the plan, etc. One of the best texts on managing through a major crisis, it is filled with multiple examples from real life that make it a truly educational read while driving home the important points. A recommended read for business leaders and others who may be involved in crisis management.

A "Real" Disaster Response Expert

If he'd only gotten to pg. 45 Michael Brown could have been a hero instead of a goat during the Katrina response. On that page he would have learned that "some of FEMA's most spectacular failures had been due to a lack of communication . . . state and local officials had expected the agency to simply move in and take charge . . . when the agency didn't hear from them through a formal disaster declaration it as assumed that they didn't need FEMA's help." Guess what happened again in Katrina?

Witt (FEMA boss during the Clinton years) provides summaries of a number of prior disasters, lessons learned, and nine lessons to apply to businesses in crises.

Worth reading.

Excellent Book to Learn How to Handle Tough Times

I found this book to be a good outline for handling a crisis. It gets slow sometimes in describing the events the author was involved in but overall the message and points are sound. I struggled a little since he is a Clintonite, having served with Slick Willie and he talks and teaches of integrity while at the same time loving Bubba ... but that doesnt take away from the job hes done at FEMA or the lessons he is passing along. Good book.
